Montague Park’s Brownfield Status

Montague Park’s Brownfield’s Current Status

“The Cap”

As with most brownfield conditions, the landfill waste remains in place, but is sealed off from the surface by a continuous layer of soil and vegetation throughout the site, making the site safe for all to enjoy. Here is a diagram to show how this works:

  1. Excess Imported Soils

Additional fill material has been added to the top of the cap for aesthetic and sculptural reasons. This additional fill material can be manipulated and vegetated as desired.

  2. Landfill Cap

The current cap was patched in 2012 and is approximately 3’ thick throughout the park. According to TDEC, this cap continues to be understood as an adequate containment measure and allows for safe use of the park.

  3. Landfill Waste

The depth and exact extents of the waste is unknown. Landfill debris is not fully delineated and may be present under much of Montague Park. Testing and monitoring has determined that the landfill debris is immobile and can be appropriately contained as long as the cap remains intact.

  4. Original Soils

Prior to being used as a landfill, the Montague Park site was known for its hydric characteristics. Portions of the property were depressed and wet, with meandering streams moving through the site to the Chattanooga Creek to the south.

Key Takeaways

  • Landfill debris at Montague Park is not fully delineated and may be present under much of the proposed concept area.

  • Testing and monitoring has determined that the landfill debris is immobile and can be appropriately contained as long as the cap remains intact.

  • The current cap was patched in 2012 and continues to be an adequate containment measure, allowing safe use of the property.

  • Additional fill material has been added to the top of the cap for aesthetic and sculptural reasons. This additional fill material can be manipulated as desired.

  • Work can be done to the cap as long as it is patched appropriately.
